Chief Executive Officer, TMS Academy

Foo Mee Har is CEO of TMS Academy, the integrated leadership development arm of Temasek Management Services (TMS) and concurrently CEO of Wealth Management Institute (WMI), a wholly owned subsidiary of TMS.

As CEO of TMS Academy, she has oversight of the leadership development and knowledge initiatives of the Academy including the activities of TMS' Business Leadership Centre (BLC).

As CEO of WMI, she is responsible for managing and leading the institute in the provision of wealth management education and consultancy.

Mee Har started her career as a Management Consultant in 1990, and subsequently held various senior positions across business lines and geographies with Standard Chartered Bank from 1994 to 2012—including President and CEO of Standard Chartered Bank (Thai) pcl and Country Head of Consumer Banking in China. In 2008, she was appointed Global Head for Priority & International Banking business with overall responsibility for banking and wealth management of affluent and international banking client segments across 30 countries.

Mee Har is a Member of the Singapore Parliament for the West Coast Group Constituency (GRC). She is also the Chairman of the Estimates Committee of Singapore Parliament, as well as a member of the Government Parliamentary Committees of Finance, Trade and Industry, and Education.

Mee Har graduated with a Bachelor of Science (First Class Honours) degree from the University of New South Wales, Australia with a major in Occupational Psychology. She has attended executive management programmes at the London Business School, Templeton College (Oxford University) and INSEAD.

Audrey Lim
Senior Vice President, TMS Academy

Audrey Lim is Senior Vice President of TMS Academy.

Audrey is a learning specialist with more than a decade's experience in the conceptualisation and design of board and leadership development programmes for chairmen, board directors and C-suite executives. Her clientele ranges from listed companies to private corporations, state-owned enterprises (particularly SOEs in China), government ministries, statutory boards and social enterprises.

Audrey joined Temasek Holdings in 2003, and subsequently held leadership positions in Temasek’s wholly owned subsidiaries - Temasek Management Services (TMS), Business Leadership Centre and the Stewardship and Corporate Governance Centre (currently known as Stewardship Asia Centre), prior to her current role in TMS Academy. She was an integral part of the pioneer team that set up the Wealth Management Institute (WMI). With the support of Temasek and GIC, WMI was established in 2003 as Asia’s first centre of excellence for wealth management education.

Prior to joining Temasek, Audrey held key positions at the Central Provident Fund (CPF) Board of Singapore and at Arthur Andersen Business Consulting, where she provided advisory services to MNCs, government agencies and promising local enterprises on strategic planning, crisis management, organisation development, change management, business process reengineering, total quality management and cross-border project management.

Audrey began her career at the Ministry of Defence of Singapore (MINDEF) as an in-house management consultant, and was part of a three-person team that pioneered and spearheaded the implementation of total quality management in MINDEF, after being sent to the U.S. military for an intensive study trip in 1995.

Audrey holds a Bachelor of Business Administration (Honours) degree from the National University of Singapore. She completed the International Company Directors Course Diploma from the Australian Institute of Company Directors (AICD) and is a Member of the AICD.

Soon Eng-Sing
Senior Vice President, TMS Academy

Soon Eng-Sing is Senior Vice President of TMS Academy.

Eng-Sing has close to two decades of corporate experience in talent and human capital management. Prior to joining TMS Academy, Eng-Sing ran a leadership development and executive coaching consultancy firm where he worked with leading financial institutions and MNCs. From 2010 to 2014, he was an Executive Director with Goldman Sachs Hong Kong and Singapore where he managed leadership development and learning for its investment banking, wealth management and asset management businesses in Asia Pacific. Between 2007 and 2010, Eng-Sing worked in UBS Investment Bank in Hong Kong where he managed UBS Business University for the Greater China region.

Eng-Sing has developed and managed several high impact talent development initiatives in the region. He has helped set up three corporate universities in the region; coached senior business leaders in leadership transition; managed post-merger employee integration; spearheaded strategic talent acquisition on a global scale; and designed a succession planning for a large banking group.

Having worked and lived in Singapore, Hong Kong, China, Malaysia and the United States, Eng-Sing brings strong regional and cultural acumen to his clients and audiences. He also sits on the board of a public listed traditional healthcare company as an independent non-executive director and serves on its nominating and remuneration committees.

Eng-Sing has an MBA from University of Chicago Booth School of Business and a BSc in Business Administration from Southern New Hampshire University. He is a Results Trained Coach and is certified to administer various personality profiling and talent assessment tools.
